Project 8 Background Information Updated April 26, 2011

At its heart, Race to the Top seeks to increase teacher quality thus improving student achievement.  Project 8 centers around teacher and principal appraisal systems.  An appraisal system is the methodology that will be used to assess the effectiveness of teachers and administrators. 

Teacher and principal appraisal system work groups began in January 2010.  The work groups were comprised of ABCE members, school-based administrators, and district staff.  During this initial phase, groups examined steps that had been taken in the past, what systems were currently at work, and what future actions were in the process of being taken.  As more information and funding became available, the work group segued into the Teacher Appraisal System and Principal Appraisal System Committees.  These committees began work in September 2010 based on the information Bay District Schools placed in the Project 8 Final Scope of Work. 

The Final Scope of Work has very specific “deliverables” that must be presented to DOE at assigned times.  Within each deliverable are activities that help achieve the deliverable requirement.  Bay District Schools' activities encourage a strong collaboration between representative stakeholders to create an appraisal system that will affect teacher quality and improve student achievement.  (Click this link to retrieve this document:  Project 8 Final Scope of Work.) 

It is important to note that much of what is present in RTTT criteria is also clearly visible in the Student Success Act.    An FAQ from the Florida Educators Association may provide helpful information as will as a presentation from DOE that explains the impact of the Student Success Act on Teacher Appraisal Systems.

Most important to the Project 8 work groups is the June 1, 2011 due date for elements of the Appraisal Systems.   The percentages of the appraisal system components, the evaluation, IPDP and AGP tools are but some of the pieces that must be presented on the June 1st due date.  It is a large task, but the committees have dedicated themselves to presenting quality work that best fits the needs of Bay District School teachers and administrators.

The first work of the appraisal committees was to draft the components of the appraisal systems and the percentages they will be based on.  The draft Teacher Appraisal System Committee (TASC) appraisal system percentages are available by clicking this link:  TASC Percentages.  The draft Principal Appraisal System Committee (PASC) percentages are available by clicking this link:  PASC Percentages.

TASC representatives attended a one-day Charlotte Danielson workshop led by Charlotte Danielson February 15, 2011.  Charlotte Danielson's book Enhancing Professional Practice:  A Framework For Teaching was presented.  The TASC group attended a 3-day academy March 3, 4, and 5 led by Learning Science International (LSI).  Dr. Marzano's evaluation system was presented during this session.  LSI will be assisting FLDOE and districts as they create new appraisal systems.

The TASC committee has elected to use the Charlotte Danielson Framework for Enhancing Professional Practice model.  The Danielson Framework is in use in many districts across the nation as well as Escambia and Okaloosa Counties.  The TASC will meet April 22nd, 2010 to discuss the checklist information that is due to DOE June 1st.
