What is the Newcomer Program?

The Newcomer Program is a multi-cultural and multi-lingual community of learners that provides an educational program specializing in English Language Development instruction, academic achievement and cultivation of self-confidence and a positive self-image. Highly qualified teachers, bilingual paraprofessionals, and counselors will help assist with learning a new language, culture and customs in a supportive and caring environment. The goal of the Newcomer Program is to help children make a smooth adjustment to their new culture while giving them the tools they need to be academically successful in school. 

Who qualifies for the Newcomer Program?

Any student with limited to no English language who has been in a U.S. school less than three years qualifies for the Newcomer Program. 

Location of Newcomer Programs for the 2017-2018 School Year:

Elementary Schools:

  • Hutchison Beach Elementary
  • Oakland Terrace School for the Performing Arts
  • Lucille Moore Elementary

Middle Schools:

  • Jinks Middle School

High Schools:

  • Bay High School
  • J.R. Arnold High School

How do I register for the Newcomer Program?

All students must first register at their home zoned school. Registration personnel at the zoned school have applications and information for the Newcomer Program. Once your student is registered and you have completed the application for the Newcomer Program, you are welcome to visit the Newcomer Program school. If you decide to enroll in the Newcomer Program, the zoned school will transfer your registration for you.

I'm zoned for an Opportunity Scholarship Program School. Does that affect my Newcomer Program eligibility?

If your zoned school is one Bay District Schools’ Opportunity Scholarship Program schools (Cedar Grove, Oscar Patterson, Cherry Street, and Oakland Terrace), you are also eligible for OSP; however you should note that the Newcomer Program is only available at the following schools: Beach Elementary, Oakland Terrace School for the Performing Arts, Lucille Moore Elementary, Jinks Middle School, Bay High, and Arnold High.
